Japan passes law to prevent exploitation of youth porn industry

Japan’s National Legislature passed a bill Wednesday to help curb the porn industry’s abuse of Japanese children, Kyodo News reported.

Persons who agree to opt out of pornographic content in Japan can terminate their contract “at any time and without any conditions prior to the film’s public release and for one year thereafter,” according to the new law.

The detailed provisions of the bill, Tokyo-based Kyodo News wrote on June 15:

In the event of contract termination, the video providers are obliged to return the production and remove the images and cannot claim compensation from the artists.

The draft law, which was accepted at the General Assembly of the Assembly, also states that one month should pass between signing the contract and shooting the video, and four months between shooting and publishing the movie. This gives those who come in enough time to consider whether they still want to make the movie and release it.

Producers must also provide actors with a written explanation explaining the nature of the content, including the specific sexual acts required while filming and how they can be identified.

If the court finds that the producers of a pornographic film knowingly represent acts necessary for the making of the film or acts of intimidation against its participants, the persons involved will be punished, including “imprisonment of up to three years or a fine of up to 3 million yen”. While the June 15 pornography law does not explicitly target a specific age or gender, the bill was proposed shortly after the Japanese federal government lowered the majority age from 20 to 18 in April: 1.
