In his annual report Children and Armed Conflict 2021, United Nations Secretary-General António Guterres said that “Israel is responsible for killing 78 Palestinian children and maiming 982 others” in the occupied Palestinian territories in 2021. The Secretary General warned that “if these numbers continue into 2022, Israel will be included in the list of shame attached to the next report.”

The report states that “in 2021, almost 19,000 children suffered serious violations in 21 countries, including 4 Arabs”, noting that “at least 5,242 girls and 13,663 boys were victims of serious violations in 21 countries” . Among them are 4 Arab countries: Syria, Yemen, Somalia and Palestine.

In 2002, the United Nations announced the “List of Shame”, also known as the “Black List”, which includes organizations and countries that violate the rights of children in conflict zones around the world, through a list published in its annual report on children and armed conflict.

The term “corporal abuse” in the report refers to the crimes of “killing and maiming children, sexual exploitation, rape, forced recruitment, and denying children access to humanitarian assistance.”
