Government and unions linked to UGT sign a new Public Service agreement

The Trade Union Front and Fesap, both linked to UGT, signed this Wednesday with the Government the new multi-year agreement to value Public Administration workers. leaving out the Common Front.

The tripartite agreement, which guarantees minimum increases for all officials until 2028It was signed in Lisbon by the Secretary General of Fesap, José Abraão, by the President of the STE, María Helena Rodrigues, by the Prime Minister, Luís Montenegro, and by the Minister of Finance, Joaquim Miranda Sarmento.

Regarding the general update of salaries, for 2025 and 2026 the agreement provides for increases of at least 56.58 euros for gross monthly salaries of up to 2,620.23 euros and a minimum of 2.15% for higher salaries.

For 2027 and 2028, the agreement establishes an increase of at least 60.52 euros or a minimum of 2.3%.

According to the Government, this represents “a minimum increase of 234.20 euros” during the legislature.

Regarding the remuneration base of the Public Administration (BRAP, commonly known as the State minimum wage), the new agreement provides for it to be adjusted to “the annual appreciation agreed upon at this headquarters.” Therefore, it increases to 878.41 in 2025. The BRAP currently stands at 821.83 euros.

In this agreement, the Government undertakes to “completely review the regime that establishes rules relating to the allocation of subsistence allowances and transport on public service trips, during the year 2026, with a view to its progressive application during 2027, recognizing the need to increase “immediately the value of the subsistence subsidy, by 5%, as of January 2025.”

In this way, the allowance increases to 49.20 euros up to salary position 9; to 53.60 euros in salary positions 9 to 18, and to 65.89 euros from salary position 18.

Overseas per diem increases to (in the same order as remuneration positions) 117.47; 138.12 and 156.36 euros.

The text also provides that the reevaluation process for unrevised careers will take place until the end of 2026 and that the general races will be reevaluated starting in 2027.
