Former Secretary of State José Neves and Mourato Nunes, former leader of the National Civil Protection Authority, were charged by the Public Ministry for the alleged practice of the crimes of fraud in obtaining subsidies and economic participation in businesses in co-authorship with other defendants in the Golas case.
Mourato Nunes was also accused by the Public Ministry (MP) of two more crimes of abuse of power, as well as three other former members of the cabinet of José Neves, former Secretary of State Eduardo Cabrita in the Ministry of the Interior, and four more former deputies. and ex-employees of Civil Protection.
The defendants are accused of having benefited several private companies in the hiring of civil protection kits that resulted in a total loss for the State that the MP calculates at around 364 thousand euros — this amount was supported by European funds.
In addition to the prohibition of the exercise of public functions for all the accused, the MP requests with the accusation the declaration of damage in favor of the State up to the total value of the damage to the State but the value varies from accused to accused.

At issue is the collar case, which began in July 2019 when the Observer revealed that the National Civil Protection Authority (ANPC) had distributed 70,000 flammable collars to the population as part of a fire awareness program. Five companies that participated in the events alleged by the defendants were also accused of fraud in obtaining a subsidy.
Adelino Mendes, former chief of staff of José Neves, was also accused of fraud in obtaining a subsidy and economic participation in a company under a co-authorship regime, as well as three crimes of abuse of power. Jorge Barbosa and Ricardo Fernandes also saw the MP charge them with the first two crimes.
