The Liberal Initiative questioned the Government on Wednesday about alleged instructions given to municipalities to hire employees in the field of transfer of skills in the social area, warning of a duplication of costs that would be “unacceptable.”
In a question directed through the Assembly of the Republic to the Minister of Labor, Solidarity and Social Security, Ana Mendes Godinho, the Parliamentary Group of the Liberal Initiative (IL) refers to news that indicates that Municipalities received indications to hire employees in the field of the “process of transfer of powers in matters of Social Security”.
According to IL, if the news is confirmed, this would imply “doubling the needs for human resources, since the employees who currently work at the Social Security Institute would continue in these services, in addition to the personnel hired by the municipalities, with the corresponding duplication of costs. ”.
This consequence would be unacceptable, either from the point of view of general considerations of rigor in the management of public resources, or taking into account that one of the fundamental principles of the ongoing decentralization processes is the non-duplication of resources, that is, in what refers to officials and teams”, reads the document, which dates from Tuesday.
The deputies of IL thus ask Ana Mendes Godinho if it is confirmed “that the employees who currently carry out functions corresponding to activities that will be transferred to the municipalities in the sphere of competence of Social Security will continue to be part of the staff of the Institute of Social Security or from the central services of the Ministry of Labour, Solidarity and Social Security”.
IL still wants to know”how many employees are involved and what is the total cost they represent for the State, considering salaries, positions and other concepts”, as well as “how many new employees are estimated to be hired” by the municipalities, and “what is the respective total cost”.
The eight deputies from IL also question Ana Mendes Godinho if, with this measure, the Ministry of Labor, Solidarity and Social Security is “acknowledging its inability to evaluate and manage the resources that it currently has available.”
On August 3, the newspaper Público reported that the State will not transfer to the municipalities employees who work in the area of social action of the central administration, contrary to what happened with the process of transfer of competences in the area of education and health.
According to the paper, the government’s proposal establishes that municipalities must hire people to take on functions in the social area, adding that current employees of the social security institute (ISS) will remain at the institute, but will carry out other responsibilities. . .
