Portugal delays qualifying conditions for PT 2030

The Portugal 2030 association agreement has not yet been signed. Portugal fails to comply with certain conditions that allow it to access the new multi-year framework that will guarantee the country another 23,000 million euros.

According to the Jornal de Negócios report, the Government assumed that in 20 conditions, nine were not met. Even so, says the newspaper, compliance is not a mandatory condition to approve the association agreement, but non-compliance may compromise execution at the beginning of the program.

The admission of non-compliance is reflected in the final version of the PT2030 operationalization agreement, delivered in Brussels and presented to the Assembly of the Republic in May and accounting was done until March 4.

For Negócios, the Ministry of Planning, which supervises European funds, says that it hopes that “the 20 enabling conditions applicable to Portugal can be met when the programs are approved” and stresses that “non-compliance does not prevent their operation”, despite being condition inherent to good money management, to avoid fraud or misappropriation of funds.

In Correio da Manhã, it is also advanced that almost half (47%) of the 278 chambers of the continent are at risk of losing access to European PRR funds because they have municipal master plans (PDM) that are more than 10 years old, which is the limit defined by law. According to the information provided by the General Directorate of the Territory, there are 132 municipalities in this situation.

Sines is the most obsolete municipality, with a territorial management instrument that is 31 years old, followed by Vila Real de Santo António, with 30, and Almeirim, with 28 years.

The Minister of Territorial Cohesion, Ana Abrunhosa, guaranteed last month, in the Assembly of the Republic, that she will take measures so that any municipality with an ‘expired’ PDM is affected in access to European funds.
